Romanoff and Juliet is a 1961 film directed by Peter Ustinov, a romantic comedy starring Peter Ustinov as the General, President of tiny Concordia, which blocks a United Nations vote. The General does not want to take part in the vote and returns to his country to discover the romance between Juliet Moulsworth, daughter of the American ambassador, and Igor Romanoff, son of the Soviet ambassador. Indifferent to the espionage activities of the two great powers, he arranges a secret marriage between the two young people. 

For this film, Ustinov was nominated for the Golden Bear at the Berlin International Film Festival and also for Best Director by the Director Guild of America.
