Commentary from the 2000 catalogue:

I designed this cover to express the path of the written word from the book through people to the world. During the Torah reading the written words go into the world and imbue it with their holiness. The Hebrew letters which make up these words appear in the decorative weave of the fringes hanging from the top of the cover.
