Williams was born in Wales and was apparently a seafarer early in life before moving to Philadelphia. His maritime past inspired his novel The Journal of Llewellin Penrose, Seaman, which is considered by many to be the first American novel. Williams was friendly with Benjamin Franklin and taught a young Benjamin West.
