ONE OF 1500 COPIES PRINTED. THE CONTROVERSIAL WHITE PAPER OF 1939, issued in response to the Arab Revolt, calling for the establishment of a Jewish national home within an independent Palestinian state, and expressly discarding the idea of partition. The policy was immediately rejected by Zionist groups in Palestine who mounted attacks on government property over the following several months.
