The Hai Heng was the second of four ships being built for the Chinese Government. It was built by Barclay, Curle & Co. Ltd. and launched on the river Clyde in Glasgow on August 23, 1934. Mr. Quo Tai-chi, the Chinese Minister in London, and his wife attended the ceremony. He gave a speech stressing the significance of British and Chinese cooperation and their contribution to supporting an industry that was suffering from unemployment. All four ships set sail for China in the Fall.
