Werner was a German painter of architecture and landscapes in watercolour and very occasionally in oil. After training in Germany he spent twenty years in Italy, establishing a master studio for watercolorists in Venice. In 1856 he returned to Germany and settled in Leipzig but he continued to travel, making trips to London (1856), Spain (1856-7), Egypt and Palestine (1862-4) Greece (1875), Sicily (1877-8) and Rome (1891). 


He exhibited regularly in Berlin and in London where he became a member of the New Watercolour Society.
