The inscription indicates that this is a portrait of Miyan Shaykh ‘Abd al-Rahman, by Muhammad Gawhar. During Aurangzeb's reign (1658-1707) the production of illustrated manuscripts declined and instead paintings took the form of portraits of the emperor and his officers, their differences of character taking second place to the straightforward depiction of their physical features (Falk & Archer 1981 p.89).
