This work on paper would improve with restoration, but it seems to be in very good condition. Although the recent varnish has become slightly milky and less attractive, the actual paint layer appears to be in very good state. It seems that the work is dirty. How easy it is to properly clean this thinly painted work remains to be seen, but there is no apparent reason that the work should not respond well to cleaning.
