the base pierced with an inscription, below a circle of twelve niches each with cut-out emblem of one of the Twelve Tribes, each arch surmounted by a raised bell, the ached ribs rising to a coronet pierced with the name of G-d, marked on base with maker’s mark Wolpert only

Please note that this is a silver-plated Torah Crown. It was originally described as a silver Torah Crown.

The translated inscription on the top reads: "Blessed be the name of the Lord" (Job 1:21), and below the cartouches bearing the names and symbols of the twelve tribes: "For instruction shall come forth from Zion, the word of the Lord from Jerusalem" (Isa. 2:3).
