Charles Oakley was the younger son of the Rev. William Oakeley and Christina, daughter of Sir Patrick Strachan of Glenkindie Castle, Aberdeenshire. After attending Oxford University, he entered the civil service and in 1767 he travelled to India. There, he pursued a successful career in the East India Company, which culminated in him being created a Baronet and being appointed Governor of Madras, a post he held between 1792 and 1794.
