We are grateful to Dr. Gerlinde de Beer for confirming the attribution, and for pointing out that Bakhuizen typically made various very different types of preparatory drawings for his paintings, ranging from fairly precise compositional studies to very loose, free sketches such as this, in which the artist was primarily exploring, with broad washes, the patterns and structure of light and shadow within the scene.  The drawing does not correspond exactly with any known painting by the artist, but the overall disposition of the composition is similar to that of a painting, dated 1695, formerly on the London art market, for which a full compositional study was in the Klaver Collection.1 1.  The painting exhibited by Simon Dickinson at TEFAF Maastricht in 2012; the drawing, sold Amsterdam, Sotheby's, 10 May 1994, lot 92
