Please note that the piece is also signed Cordonnier. This sculptor( 1848-1930) worked on the Grand Palais facade in Paris - in overall good condition - Very attractive piece

The enamelled armorials are most likely a souvenir of lost ship Zélateur, which shank in 1892. This ship was built the same year in Norway.
The name of Grace Darling refers to a heroine, still revered nowadays in England, daughter of a lighthouse keeper, who helped rescuing survivors of the ship Forfarshire in 1838 and died in 1842.
