全浚晧於一九六九年生於釜山，並以多媒體創作一系列包括電腦動畫、繪畫、雕塑及裝置的作品。他的作品對流行標記包括麥當勞、自由神像及美金錢幣等作出諷刺，以對資本主義及權力架構作出評論。在他最為標誌性的作品中，電腦動畫《白官》(2005-2006)敍述了一個工人，走進了二十元美金紙幣，把白宮中的窗及門擦去。作品把白宮放在一個孤立的位置，是對美國帝國主義及封閉的美國政府的一個比喻。

全浚晧於韓國東義大學取得藝術學士學位，並於倫敦的修爾斯藝術及設計學院取得藝術碩士學位。歷年來，全浚晧參加多個重要展覽，包括二〇一五年的威尼斯雙年展、二〇〇六年的新加坡雙年展及二〇〇四年的光州雙年展。他的作品曾於侯斯頓美術館、路易威登藝術空間及森美術館等展出，並獲世界重要機構及美術館收藏。
