聶鷗，1948年生於遼寧新民。1978年入中央美術學院中國畫系研究生班，曾受蔣兆和、葉淺予、李可染、劉淩滄諸先生指導。現為北京畫院畫家，一級美術師。
聶鷗的作品與那些主流的宏大的敘事作品不同，或許是其下鄉的農村生活有關，她以其獨特的視角的創作與她成長的記憶緊緊聯繫在一起。記憶中的鄉下生活小景，生活、勞動等等，她筆下的一草木，一群牛馬、孩童傳達出的都是歡樂無憂的。她創作出了清新的水墨世界自然的田園之氣。畫風質樸，卓而雅致，充滿意象之美，她獨創的標誌性的人物造型也影響了許多後輩。
