夫人君受天明命,表正萬邦,必當使天下熙皞。治登上理,澤被蒼生,仁及庶物。然一人之聰明有限,堯、舜之聖,猶待皋、夔、稷、契之輔以亮天工。而熙庶績況未及乎堯、舜,而可不以用人為急乎?古之聖王,自公卿大夫以至百執事,皆稱其任賢者在位,能者在職,故天下治而華夏安。百姓樂業,風俗淳厚。唯其用得其人而已。歷觀三代以下,願治之君,必求賢良之臣。故漢高祖之興,漢有張良、蕭何故也。光武之復,漢有鄧禹、馬援故也。唐太宗之興,唐有房、杜、王、魏故也。宋太祖之興,宋有曹彬、趙普故也。即繼世之君,使天下富厚,治幾三代者,如漢之文帝,則有周勃、申屠嘉。宋之仁宗,則有韓、范、富、歐陽。故當時大治,後世頌聖,而人君亦享其安康。詩曰:「濟濟多士,文王以寧。」書曰:「惟後非賢不乂。」苟人君知用賢為貴。上焉者,待以師傅之禮。隆其體貌,推以誠信,聽其謀猷,專其職任。俾有以行其道而盡其才。雖中才之人亦待之以禮,勗之以誠。使之黾勉,以任百執事之職。則天下有何不治,而政事有何不舉者乎?若曰:「用賢非難,而得賢為難。」則是自畫矣。夫以人主之勢,心之所嚮,天下景從。雖珍禽異獸,遠方難致之物,外國絕域之所生,心苟欲致之,亦可也。況賢人君子未出寰中也。其心亦未嘗絕世也,而獨以為難,不亦惑乎?今夫為臣室必求工師。雕璞玉必使玉人焉。有治天下而不求賢才,是何異夫却行而求前乎?使人君好賢之心若渴,聚天下之英才任以朝政,信之無疑,又使各以其所識。舉之朝廷如是,則天下之賢咸登用於朝。大臣有皋、夔之風,牧民有龔、黃之績,庻司小吏各稱其職,百僚師師中外。相維雖有一二小人,苟容於朝,亦如裴矩之佞於隋。當太宗之時,則化而敢言者矣。由此觀之,人君一用賢,而其效如此。彼昏庸之君,妒賢嫉能,親小人而遠君子者,其亦惑之甚矣。孔子曰:「去讒遠色,賤貨而貴德,所以勸賢也。」蓋賢人君子正已不屈,若人君聽讒,君子將救禍之不暇,又何能盡其謀猷乎?近色則心昏,貴貨則志鄙,尚能用君子之言乎?君子亦將飄然而遠去矣。此又用人之最要,而人君不可不知者也。御制《天下在得人論》,臣張照敬書。
