Harold Wilson and Lyndon B. Johnson had initially enjoyed a positive relationship during Wilson's first tenure as Prime Minister, but the Anglo-American "special relationship" had been strained to quite some degree by Wilson's refusal to assist America in the Vietnam War. This was largely due to a political lack of will among the Labour Party and the British people, but was also borne from the economic difficulties Britain was facing for having maintained a military presence East of Suez.
