the border gilded and painted in blue, red and white with a recurring pattern of foliate scrolls in pointed arches, beading, scalloped reserves, the outer edge of the cavetto with a lozenge pattern, inscribed 'Его императорскому высочеству государю наследнику цесаревичу Николаю Александровичу / От верноподданых крестьян и инородцев балаганского округа' (trans.: 'To His Imperial Highness the Sovereign Heir Tsarevich Nikolai Alexandrovich / From the loyal peasants and foreigners of the Balagansky District'), the centre of the cavetto with the crowned coat of arms for Irkutsk, depicting a Siberian tiger with a sable in its mouth overlaying an oak wreath with a blue ribbon threaded through, marks unseen under sticker on the reverse
