This action drama was produced and directed by Johnnie To. The cast includes Anthony Wong, Francis Ng, Nick Cheung, Josie Ho, Roy Cheung and Lam Suet, with special appearances by Richie Jen and Simon Yam. The film is set in Macau in 1998, just before the Portuguese colony comes under Chinese rule, and with everyone looking for an opportunity to make quick money whilst they can. A surprising friendship develops between an ex-gangster and two groups of hit men, which leads to an unfamiliar dilemma.
