The sitter was the son of Sir John Osborn and his wife the Hon. Sarah Byng, the only surviving daughter of Admiral Sir George Byng, later Viscount Torrington. He succeded his grandfather, Sir John Osborn, 2nd Bt in 1740. That same year he married Lady Mary Montagu, daughter of the 1st Earl of Halifax.

In the 1742 he became a memeber of parliment and during the Jacobite rebellion of 1745, he raised troops in aid of the King. In 1753 he was appointed Governor of New York Province, however, six days after his arrival in America he died. The town of Danvers, Massachussets is named after him.
