The inscription reads "Presented by the inhabitants of St. Helena to Colonel Mark Wilks, late Governor of that Island, as a Memorial of their Esteem, Respect & Gratitude. 1816."

Colonel Mark Wilks (1759-1831) FRS, soldier, author, politician, and diplomat, served in India, was governor 1813-16 of St. Helena while Napoleon was exiled there. He later became speaker of the House in the parliament of the Isle of Man. Napoleon is said to have found him highly engaging and affable.
