7 lines on a slip of paper (5 5/8 x 3 1/4 in.; 142 x 83 mm), possibly the leaf integral to letter here addressed to Lincoln, [Washington, D.C.,] 6 January 1862: "If another Quarter-Master is needed, let the appointment within requested, be made," file dockets. Matted, framed, and glazed with a portrait of Lincoln and a letter directed "To the President" from five citizens of Springfield, Missouri, 5 January 1862: "We have the honor to recommend to you Richard B. Owen Esqr of Springfield Mo as a suitable person for the appointment of Quarter Master. Mr Owen was Quarter Master of Phelps Regt Mo Vols … and was recently mustered out of service by expiration of term."
