Matted, framed, and glazed with a portrait of Lincoln and a letter directed "To the President" from five citizens of Springfield, Missouri, 5 January 1862: "We have the honor to recommend to you Richard B. Owen Esqr of Springfield Mo as a suitable person for the appointment of Quarter Master. Mr Owen was Quarter Master of Phelps Regt Mo Vols … and was recently mustered out of service by expiration of term."
