Catalogue Note

Herbert Samuel, 1870-1963, 1st Viscount Samuel G.C.B., O.M., G.B.E., P.C., British liberal politician and party leader 1931-35, 1st nominally practicing Jew to serve as a cabinet minister and to become leader of a major political party. He was High Commissioner for Palestine 1920-25, and wished to create a protectorate allowing for increased Jewish settlement and autonomy. On the basis of his work the Balfour Declaration was written.
