Oil on canvas, not lined. The canvas is slack on the stretcher and there is bumping at the lower center edge, perhaps something caught between the canvas and the structure. The picture surface is in generally good condition aside from a yellow varnish and surface dirt and dust. Under UV light, there is scattered retouching in the clouds at the edges. Some of the reds in the figures in the cart appear active and fluoresce.
