probably Thomas Webb, the clear glass overlaid in pink and green and carved in the center with a Chinese dragon.

Condition

There is a small polished chip at the rim; the polished area is about 1 inch long. There is a small chip to the tip of one claw underneath the dish. The tips of two or three of the dragon's claws are possibly polished.
