AUTOGRAPH LETTER SIGNED, to Francis Freeling, Secretary of the Post Office, asking if he will allow free postage to "2 to 3 hundred Circular letters to Gentlemen to whom I am under an obligation" as a recompense for his past help in promoting John Palmer's postal reforms, 2 pages, 4to, Hare Street, near Romford, 2 December 1801, with, on the integral blank, a copy of Freeling's reply agreeing to use his own privileges to "forward about 10 or 12 of your Letters in a Day", 1 page, General Post Office, 5 December 1801
