Mr. Burns is fined $3 million by the EPA for dumping nuclear waste in the city park. After the mayor pockets $1 million, he holds a town meeting so the people of Springfield can decide what to do with the rest of the money. Marge proposes that the money be used to renovate Main Street, but a man named Lyle Langley enters the scene and proposes the town use the money to build a monorail. The town agrees with this new idea to Marge's chagrin. Lyle selects Homer to be the conductor for the new monorail, as Marge sets out on an investigation to know more about Lyle.
