1 page (15 x 9 in.; 381 x 228 mm), written in a secretarial hand, signed by King & Gardner, embossed stamp of the State of Pennsylvania in lower right corner; formerly folded, two small fold tears, chip in upper margin.

Signing as President of the Supreme Executive Council of the Commonwealth of Pennsylvania, Franklin responds to the petition of King & Gardner, lenders, for an official commission ordering all persons controlling the assets of George Way, Coachmaker, to pay his creditors. His autograph endorsement reads: "To the Secretary of Council. Let a commission issue, as above prayed, directed to Mathew Clarkson, Mathew Mease, George Hughes, Peter Boynton & Richard Backe, or any Four or Three of them. B. Franklin, Presid[en]t."
