The Secretary of the Treasury writes to Benjamin Walker (1753-1818) who was a financier and director of the Society for Establishing Useful Manufactures, then serving as customs officer in the port of New York. He asks: "Forward the enclosed with as much expedition and certainty as you can (I don't mean that an express should be employed) and say nothing about it."
