Cette édition "belge" est, d'après Clouzot, celle ayant servi de modèle à l'édition parisienne, datée 1866 mais parue en même temps, en 1865. Elle est décrite comme "nettement plus rare (et) préférée (à celle de Paris).
Le journaliste Noël Parfait se fit élire député dans le parti républicain.
Anti-clérical, il partageait avec Hugo une opposition farouche à Napoléon III. Il devint par la suite le secrétaire d'Alexandre Dumas.
