Engraved broadside document signed ("Abraham Lincoln") on paper (16 5/8 x 20 3/4 in.; 422 x 530 mm; watermarked John C Clark | Phila) with a patriotic vignette at head, Washington, D.C., 12 March 1863, being David Newport's appointment as "Collector of Internal Revenue for the Sixth Collection District of Pennsylvania," countersigned by the Secretary of the Treasury ("S. P. Chase"), embossed seal of the Treasury Department, partially ruled in red; some light offsetting, a few short fold separations. Half blue morocco folding-case, gray morocco labels.
