Autograph endorsement signed ("J.D.") on a letter signed by John R. Chambliss, Member of Congress and Thomas H. Urquhart, State Senate, 1 page (9 7/8 x 8 in.; 250 x 205mm), Richmond 27 January 1863, to Jefferson Davis, with additional commentary and endorsements occupying the verso of the letter and original integral blank by D.C. Jarnette, Member of Congress, William D. Queensbury of the Virginia Senate and Secretary of War James A. Seddon; light soiling. Catalogue Note
Immediate attention required. Members of Congress and the Virginia Senate ask for the immediate attention of Jefferson Davis to the policy of exempting certain counties in Virginia from the call of slave laborers for the fortifications. Chambliss and Urquart explain: "Many of the slaves have already left their owners and if they are called out they will immediately run off to the Yankees and be lost to their owners."To this, Davis writes: "Secy of War, for consideration and adviceāJ.D." James A. Seddons, in turn, provides his opinion on the matter by deferring to the Governor of Virginia: " I can only say that since the Legislature has referred the matter to the Judgment of the Governor, I would advise that he be informed and this government considers the matter appropriately vested in him and will cheerfully withdraw any Call he may deem it expedient and acquiesce in his Judgment on the subject."
