Catalogue Note
Application denied. James D. McCabe Jr. submits a lengthy statement concerning the outrages committed by the enemy during the war in addition to submitting a request for transportation for he and his wife to Europe. McCabe believes he can advance the cause in Europe by distributing his book, in keeping with a plan suggested by a recent resolution of the Senate. President Davis passes on the application to his Private Secretary, Burton N. Harrison. In turn, Harrison routes the application to Judah Philip Benjamin, Secretary of State. The buck stops with Benjamin. He succinctly writes: "Respy returned to the President. I have refused this application prior to its being submitted to the President."
