Accompanied by a clerical "Copy of Fourth monthly Report United States in account current with S. F. B. Morse, Superintendent of Magnetic Telegraphs," and by a manuscript copy of W. W. Boardman's 11 February 1842 congressional motion "That the Committee on Commerce be instructed to inquire into the expediency of establishing a system of electro-magnetic telegraphs for the use of the Government of the United States."
