Manuscript document signed ("Abraham Lincoln"), written in a neat clerical hand, 1 1/2 pages (16 5/8 in. x 10 5/8 in.; 421 x 270 mm) on a large sheet of wove paper, Washington, 4 January 1864, being a pardon for Josiah Pillsbury for "all treasons, felonies and misdemeanors by him committed against the government of the United States," countersigned by the Secretary of State ("William H. Seward"), embossed paper seal of the United States; browned, faded, rejoined at central fold separation, with staining from earlier crude transparent tape repair.

Lincoln pardons the Auditor of the Confederate government of Kentucky, a shadow government established by Southern sympathizers. "Whereas, one Josiah Pillsbury, of Warren County, Kentucky, by connecting himself, in the fall of 1861, with an organization of rebels against the government of the United States, calling itself the Provisional Government of the State of Kentucky, has committed a grave offence against the laws of the said United States, and made himself liable to heavy pains and penalties; And Whereas the said Josiah Pillsbury has now heartily repented of his crime, and voluntarily taken the oath of Allegiance to the United States, and executed a bond with proper securities for his future good behavior, And Whereas his pardon is earnestly requested by ... Hon. J. R. Underwood and other loyal citizens of Kentucky; Now therefore be it known that I, Abraham Lincoln President of the United States ... do hereby grant to the said Josiah Pillsbury a full and free pardon of all treasons, felonies and misdemeanors by him committed against the government of the United States. ..."
