L'édition est ornée du célèbre frontispice allégorique, gravé en taille-douce. Il figure le monstre biblique qu'est l'État souverain – régnant sur la communauté et assurant la paix civile, après avoir mis fin à la violence qui était le propre de l'état de nature.
Le traité contient toute la pensée de Hobbes, matrice de la démocratie moderne. Théoricien de l'État autoritaire, il est en revanche le penseur d'une conception émancipatrice de la politique, fondée à la fois sur les droits de l'individu et sur une interprétation libérale de la loi.
