Jérome Bignon fut un juriste éminent et finit sa carrière comme Conseiller d'Etat. En 1642 il fut nommé bibliothécaire du Roi. Nourri d'abondantes lectures, il écrit ce Discours qui peut se ranger à côté des guides de Rome.
