Small votive plaques are known in tibetan as tsha tsha. They were made to serve as portable shrines and to be inserted into large stupas to increase the container's potency.
Usually each plaque has on its back inscriptions identifying the deities in four languages. See a very interesting set from the collection of the Los Angeles County Museum, illustrated in P.
