Similar handles appear in Klaus Marquardt Collection Catalogue, Eight Centuries of European Knives, Forks and Spoons, items 335-337, described as Netherlands, end of the 17th century, however the same catalogue shows a similar cutler's mark on the blade of a mother-of-pear-handled knife described as Hungary, 18th century, item 365A.
