Catalogue Note

A statement of neutrality from Wilson's first term in office: "The effect of the war upon the United States will depend upon what American citizens say and do.  Every man who really loves America will act and speak in the true spirit of neutrality, which is the spirit of impartiality and fairness and friendliness to all concerned."

In running for re-election in 1916, Wilson's campaign slogan was "He kept us out of the war."  Two months after his second term began, he declared war on Germany.
