The arms are those of Montrose, for James Graham, 4th Duke of Montrose, who was born on 8 September 1755.  He served as Master of the Horse from 1790-95 and again 1807-21, and was named Knight of the Thistle in 1793, a position he held until 1812 when he was created Knight of the Garter.  He married firstly on 3 March 1785 to Jemima Elizabeth, 1st daughter of John Ashburnham, 2nd Earl of Ashburnham.  She died in childbirth on 1 January 1786, and he married again on 24 July 1790 to Caroline Maria, 1st daughter of George Montagu, 4th Duke of Manchester.  He died in Grosvenor Square on 30 December 1836 at the age of 81.
