Having commenced his artistic training at the St. Martin's Lane Academy, Meyer became a pupil of Christian Friedrich Zincke (1683/4-1767). Having exhibited at the Society of Artists, Meyer became a founder member of the Royal Academy. He was also appointed miniature painter to the Queen and painter in enamel to the King in 1764.
