This type of jewelled spoon is extremely difficult to date. In the Rothschild collection, now part of the British Museum collections, is another spoon, quite different, once dated 17th century but today more considered as a piece made by Reinhold Vasters from Aachen (1827-1909). Another spoon is in a private Genoa collection, again quite different and attributed to Vasters. 

Another, also from the Rothschild (Robert & Gustave), was sold at Christie's Paris, 23 June 2014, lot 104, catalogued as 17th century. Those three spoons are called Minerva as they all have a handle terminating in an enamelled Minerva. The one here offered is different.
