Michael von Reutern was the Finance Minister of the Russian Empire from 1862 to 1878, under Emperor Alexander II. Under his tenure, the Russian railway network saw its capacity increased from around 2,200 to 14,000 miles.
Construction of the Lozovo-Sebastopol railroad was completed in 1873.
