Cornelis Decker was probably a pupil of Salomon Ruysdael and was a member of the Haarlem guild in 1643. He is best known for his Haarlem landscapes close in style to Roelof van Vries and Salomon Rombouts. Far less commonly, he produced pictures of workshops, as exemplified by the present picture.
