Lincoln suggests an appointment.

"This morning Hon. Mr. Granger & Hon. Robert J. Walker call to ask that Col. Justus I McCarty [1847-1881] may be appointed a Brigadier General. They say he has a good record; and I shall be obliged if you will have it examined in reference to such appointment. He was nominated last session, and fell among the large number passed over by the Senate. It is said the Secretary of War fully understands the case."
